An IVC filter is a metal device inserted directly into the body’s major vein that carries blood from the lower half of the body back to the heart, the vena cava. Bard’s Recovery IVC Filter

Upon seeing immediate concerns with the device – probably the same problems the FDA recognized – she did not approve of Bard pursuing completion and manufacturing of the Recovery.

However, matters became complicated after Bard submitted an application to the FDA with Fuller’s signature of approval upon it. Fuller stated in an interview with NBC News – which may be seen in a full article here – that she never signed such a form, and never would due to the dangers of the device. The possibly-forged signature has put a magnifying glass on Bard’s products and behavior as a company; if they knowingly put a potentially-fatal product on the market, they could be accountable for millions in compensation to those who have had a Recovery IVC filter implanted in their bodies.
